The following is a list of Residents/Trustees meetings for St. Charles Hills and the topics discussed.
(Not all meetings have agendas and reports.)
- May 21st, 2022

- Held at Jefferson Middle School
- Attended by 70 residents
- St. Charles County Animal Control Department Animal Control FAQ was distributed to attendees.
- Lisa Speed volunteered to be Chair of the Welcoming Committee. Trustees extended an invitation for volunteers for this committee, which will send "welcome cards" to new neighbors moving into St. Charles Hills. This information is provided by the Trustees.
- Trustees extended an invitation for volunteers to help beautify the entrance at Golfway and West Clay with new plants/flowers.
- Trustees extended an invitation for volunteers to help remove trash from receptacles in common ground parks.
- Reminder for homeowners to participate in the Spring/Fall garage sales on May 12th and October 13th.
- Trustees extended an invitation to homeowners to address issues in the subdivision that trustees may not be aware of.
- Solicitors need a license to sell in our subdivision. Feel free to request this information. Residents may also post a "No Soliciting" sign.
- Several expressed interest in consolidating our trash companies in order to receive a reduced rate.
- A request was made to include the permission to keep chickens as it pertains to the new indentures.
- There is ongoing concern about fences that are not maintained properly. Residents would like more clarity about the rule regarding fence height. (This is already covered in the current indentures.)
- There is concern about 2113 Golfway and timelines for the teardown after the fire that destroyed it.
- The storm sewer at 2116 Bolton near fleet park is showing signs of erosion.
- There was a question about the green flags lining Golfway. (They may be indicative of water/sewer/gas lines).
- The Lyme common ground park equipment needs to be removed. Nefarious activity taking place at times.
- There was a question about plans to widen Zumbehl. (St. Charles County website has more information.)
- Presentation by Officer Ron Neupert of the St. Charles County Police Department on home safety and crime prevention.

- Please contact the St. Charles Hills Trustees if you are interested in joining the new Neighborhood Watch program.
- Officer Neupert provided us with a crime report.
- Most burglaries take place between 10:00am and 3:00pm (specifically mail order packages).
- Wink: an app that allows homeowners to utilize cameras to watch their home.
- Peddlers/Solicitors
- They are required to obtain a peddler's license from the county and must be approved by the Chief of Police.
- The individual must have the approved ID with them when soliciting. Anyone not showing this is in violation and the police may be contacted at the non-emergency line of 636-949-3000.
- The peddler's information falls in Chapter 606 of the county code ordinances and can be found at the St. Charles County web site.

- Election of new Trustees
- Discussed resident concerns:
- Essex Park - there is a culvert pipe that has moved over time with erosion. It might eventually block water flow.
- Fleet Park - needs attention with erosion
- Mike Klinghammer, District 6 St. Charles City Councilman, specializes in Code enforcement and neighborhood preservation
- There is a graduated scale to escalate properties with code violations
- The St. Charles Parks Department has been focused on acquiring park land
- All residents in St. Charles need a permit to construct a fence (new construction). This includes modifications to existing fences if post holes need to be dug
- St. Charles Hills subdivision contracts with a private company for sewer systems (ECM Water and Sewer Authority)
- Property owners are responsible for the sewer lateral lines that connect each house to the street
- Residents can buy insurance through American Water Resources
- Discussion with residents around annexing St. Charles Hills Subdivision
- Benefits include resident rates for trash, water, sewer and access to local parks
- Miscellaneous
- Contacting St. Charles City Community Development to block off streets for block parties
- National Night Out - organization that promotes safer/connected communities

- Trustee discussed status of new Indentures.
- Trustee discussed past due assessments.
- Art Genasci of the St. Charles County Neighborhood Preservation Division (code enforement) discussed
the scope of their work and answered questions.
- Rocky Morgan of the St. Charles County Building Code Enforcement Division augmented Art Genasci's
topic for topics related to buildings.
- Keith DeWitte, Shift Commander with the St. Charles County Police, explained the changes in the
St. Charles County Police, and Jim Schweppe, officer for our area, discussed various topics and answered questions.
- Sept 9th, 2009
- Nominees for new trustees were introduced:
- Brandon Baker for a 3 year term.
- Current trustee Cathy Ganahl for a 2 year term.
- (Current trustee Lisa Snelson has one year left on her term.)

- Held at Jefferson Middle School
- Representatives from AmerenUE attended and discussed 2 major topics:
- John Ebeling, Forestry Manager for Boone Trails Division,
discussed the trimming of trees that Ameren does and does not do.
(636) 925-3213. He wanted everyone to know that Ameren will be
trimming the entire area in 2008.
- Robert Schmidt, Manager for Boone Trails Division,
discussed the plans to put certain St. Charles Hills power feeds and lines underground.
- Trustee Tom Wilkes discussed the status of changes to the Indentures.

- A variety of subjects were discussed
- The Welcoming Committee was formed, Claudette Snelson, chair.
- The Storm Sewer Committee was formed, Mark Mahler, chair.

- A representative from the St. Charles County Division of Public Health
discussed recycling resources available to St. Charles County residents.
- A representative from the St. Charles County Community Development Neighborhood Preservation Division
answered questions about possible zoning violations in our neighborhood and provided this document titled
Typical Neighborhood Complaints.
- The dumster project was announced and discussed.
- December 13th, 2006

- The Parks Committee was formed from volunteers at the meeting.
- It was decided that a subdivision By-Laws Committee did not need to be formed yet, but that
residents who were interested in changes to the by-Laws were encouraged to research the by-laws of
other subdivisions and to present this information when the committee was formed.
- September 19th, 2006
- Held at Kathryn Linneman Library.
- Newly elected Trustees were introduced.
- List of volunteers for committees was created.
- St. Charles County Lieutenant Craig McGuire answered questions about crime and safety in our neighborhood.
- St. Charles County Executive Steve Ehlmann spoke about St. Charles Hills and its relationship with St. Charles County.
